Performs professional coordinator work involving water, wastewater, reclaimed water and other Utilities related infrastructure. May perform complex field and/or office work needed to manage Utilities related projects so they stay on schedule, within budget and meet quality expectations. The position performs with a high degree of independent leadership and proactively addresses issues through tactful, assertive, and timely engagement with others.  

 

This is position performs a wide variety of Utilities related planning, engineering, construction, GIS and asset management projects. Emphasis of the work is in planning and coordinating several in-house projects from inception to completion, resolves conflicts, ensures targets and requirements are met and projects are completed and delivered on schedule and within budget to specification; monitors and coordinates all aspects of assigned projects or programs with County staff, consultants, various municipalities, public agencies, and private contractors to ensure expectations are met. Performs work that is highly complex and involves a wide range of interaction in coordinating project delivery with both public and private organizations. Provides guidance to project coordinators in accomplishing their work.

What Will You Do?

·       Ensure projects progress on schedule and addresses issues promptly, tactfully and effectively. 

·       Supports project coordinators in resolving conflicts.

·       Initiate, plan, coordinate, and over-sees assignments and projects.

·       Researches and gathers required data to evaluate objectives, goals, and scope of projects and specifications.

·       Review plans, cost estimates, specifications, studies, permits and other project related documents to ensure alignment with organizational objectives and processes.  

·       Host meetings, give presentations, coordinate data sharing and bring diverse groups to consensus.   

·       Estimate time frames, quality, identifies sources, and quantity of resources required to successfully implement assignments, projects, and activities.

·       Oversee projects and creates reports for upper management.

·       Lead or participate in cross functional project teams.

·       Write, review, and edit outreach materials.

·       Perform bid review and purchase order requisition. 

·       Demonstrates computer proficiency with a wide variety of programs.  

·       Performs other related job duties as assigned. 

What Do You Need?

Experience: Technical and professional level project management experience in a technical or utility environment that includes at least 1 year of supervision or supervisory training.

 

Degree:  Construction management, engineering, project management, business, finance, public administration, or related field.

 

·       8 years of experience as described above.

·       Associate's degree and at least 6 years of experience as described above.

·       Bachelor’s degree and at least 4 years of experience as described.

·       Master’s degree and at least 2 years of experience as described above.

·       An equivalent combination of education, training, and/or experience.  

 

Required:

·       Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.

·       Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

·       Professional engineering license from the State of Florida (or ability to obtain within 6 months of hire through reciprocity/comity.

·       Project Management training (CAPM or equivalent) required within 1 year of hire.

 

Highly Desirable

·       Project Management Professional (PMP) 

·       Certified Associated in Project Management (CAPM) 

Knowledge, Skills and Abilities

·       Knowledge of project management principles.  

·       Knowledge of local government procurement requirements.  

·       Knowledge of design, permitting, and construction of public works and utility projects.

·       Knowledge of federal, state, and local regulations in relation to Utilities projects regarding environmental, hazardous material, and construction safety issues. 

·       Ability to plan and direct the work of consultants, contractors, technicians and clerical personnel in a manner conducive to full performance and high morale.

·       Ability to enforce departmental policies and specifications.

·       Ability to read, interpret and provide technical and professional review of a wide variety and large volume of engineering plans, specifications, maps, aerial, survey symbols and other project related documents. 

·       Ability to communicate effectively, both orally and in writing, with employees, citizens, and other government agencies. 

·       Ability to present clear and concise reports, orally and in writing. 

·       Ability to relate technical information in a non-technical manner.  

·       Ability to identify, analyze, and solve technical and administrative problems.
